ROTARY INTERNATIONAL DISTRICT 6400 CONSTITUTION
ARTICLE I
The name of this organization shall be: District 6400 if Rotary International
ARTICLE II
The purpose of this organization is to promote the Object of Rotary in District 6400 by providing the Governor of 6400, elected in convention by Rotary International, with the necessary and desirable organization, operating groups and rules of procedure that will aid him in carrying out the duties of District Governor as prescribed by the Constitution and By-laws of Rotary International.
ARTICLE III
Membership in this organization comprises all of the clubs of Rotary International District 6400 as named by the Board of Directors of Rotary International.
ARTICLE IV
If any provision of this Constitution or its By-laws are in conflict with the Constitution and By-laws of Rotary International, as presently or in the future constituted, the provisions of the Constitution and By-laws of Rotary International shall prevail without affecting the non-conflicting provisions.
ARTICLE V
By-laws not inconsistent with the Constitution may be adopted by a two-thirds majority of club delegates present and voting at t District Conference of District 6400, providing the By-laws are submitted to the individual clubs (30) days prior to the District Conference. Each club is to have one (1) delegate for each twenty-five members of the club or major fraction there of with the exception that each club shall be qualified to have at least one (1) delegate. Each club delegate shall have one (1) vote but a club may assign its qualifying votes to on or more of its delegates or to delegates of any club in District 6400.
ARTICLE VI
The Constitution of District 6400 may be amended by a two-thirds majority vote of club delegates at a District Conference, providing the proposed amendment is submitted to the District Governor and the President of each club in the District at least thirty (30) days prior to the District Conference.

ROTARY INTERNATIONAL DISTRICT 6400 BY-LAWS - Revised and approved in May 2006
ARTICLE I Administration Section
1
The administration of District 6400 of Rotary International, shall be directed by the District Governor in accordance with the rules and procedures established by the Board of Directors of Rotary International. The Governor is ex-officio member of all District Committees.
Section 2 - District Secretary The Governor is authorized to appoint a District Secretary, a Rotarian who is a member of a club in the District and assign such duties as he/she may require during his/her term of office.
Section 3 - District Treasurer The Governor shall appoint a District Treasurer, a Rotarian who is a member of a club in the District and assign such duties as he may require during his term of office. There shall be a bond on the treasurer in an amount equal to the average of the three immediate past year’s funds for which the District Treasurer has control.
Section 4 - Assistant Governors The Governor shall appoint at least seven Rotarians to act as Assistant Governors in any and all matters and to assist the executives of clubs in the District, each to be assigned to a group of clubs as designated by the Governor. No person shall act as an Assistant Governor for more than three consecutive years.
Section 5 - District Committees: The Governor shall select individual Rotarians to advise and act as chairman of active committees to be formed by the chairman, on matters relating but not limited to:

2. Community Service
3. Vocational Service
4. International Service
5. Extension
6. Membership Development
7. Public Relations
8. The Rotary Foundation
Section 6 - District Fund Committee The District Fund Committee is an advisory committee to the District Governor. It should include the District Treasurer as Chairperson, the immediate Past Treasurer and the two (2) incoming Treasurers. The District Governor is responsible for the District Fund and shall fill any vacancies on the District Fund Committee
The District Fund Committee, in their fiduciary capacity, shall satisfy themselves that the District funds are received and expended in a responsible manner. All funds shall be deposited in a bank or banks, or any other financial depository, recommended by the District Governor and approved by the committee. Disbursements shall be by checks only. The signature of the Governor shall be required on all checks drawn against the District Fund account(s). The Treasurer shall co-sign and in the event of his absence, the Governor shall designate one or more of the members of the Committee with signing authority. The operation of the District Fund shall be consistent with the philosophy expressed by the Board of Directors of Rotary International in the "Manual of Procedure" or such other authorized publication. All requests for clubs' financial support for District operations shall be in the form of per capita assessments. A budget providing for all planned expenditures shall be prepared by the District Governor Elect with the help of his/her Treasurer and the advice of the District Fund Committee. The budget is presented by the District Governor Elect at a meeting of the Presidents Elect, taken by the Presidents Elect to the clubs for discussion and voted on by each President Elect at the District Assembly. An affirmative vote by three-fourths of the Presidents Elect present at the District Assembly will constitute approval. If approval is not attained at the Assembly, the budget should be revised and amended to reflect the discussions of the Presidents Elect, and resubmitted to the Presidents Elect. An approval by three-fourths vote must be obtained by mail within fifteen (15) days
The Treasurer shall present at the District Conference a report advising all receipts and disbursements to date, and projected expenditures to the end of the year.
The District Governor shall see that the June 30th financial statement is made and all monies turned over to his/her successor within ninety (90) days after his/her term of office expires.
All functions, such as Youth Exchange, Group Study Exchange, Rotary Youth Leadership Awards, Assembly, PET’S, etc., organized by and utilizing the name of Rotary District 6400 should receive cash and checks in the name of District 6400 and cause the same to be deposited with and through the Treasurer of District 6400 in the official depository, unless directed otherwise by the District Governor. A full report of the activity must be filed with District Governor and Treasurer within sixty (60) days.
ARTICLE II Nominating Committee
Section 1
There shall be a District Nominating Committee consisting of the five immediate Past District Governors who are active members of clubs in the District. The chairman of this committee shall be the senior member of this group in terms of the number of years since he served as District Governor.
Section 2
Beginning with his "Governor's Letter" for the month of July and in each subsequent letter through November, the District Governor shall advise the Presidents of all clubs in District 6400 that their clubs may propose a candidate for consideration by the Nominating Committee, for election as District Governor Nominee for the subsequent second Rotary year, to be elected District Governor by the Rotary International Convention to take office two years from the following 1 July. Such notice to club presidents shall advise that all proposals must be submitted to the District Governor on or before 1 December, on fully executed forms available from the Governor. All proposals shall be transmitted by the District Governor to the Chairman of the Nominating Committee on or before 7 December. In the event no proposal is received by the District Governor, this fact will be similarly transmitted to the Chairman of the Nominating Committee
Section 3
The Nominating Committee shall meet on or before the following 7 January to consider the proposed candidates. On or before this date it shall select one fully qualified Rotary member (Section 4) as the "official candidate" of the Nominating Committee. This candidate may be chosen from the proposals submitted by the clubs or the Nominating Committee may, at its option, select another candidate who, in its best judgment, is qualified to serve as District Governor. It shall be the responsibility of this committee to nominate one qualified Rotarian for election as District Nominee.
Section 4
The Nominating Committee shall assure itself that the District Governor Nominee meets the qualifications as are now or may in the future be required by the By-Laws of Rotary International
Section 5
The Committee's choice shall be communicated to the District Governor on or before 15 January. The Governor shall notify the Presidents of all clubs in the District in writing by 25 January, preferably in his monthly letter, the name of the "official candidate" who has been selected by the Nominating Committee. The Governor shall also advise that a club may at this time, resubmit its previously proposed candidate who was not selected by the Nominating Committee. Such resubmission must be received by the Governor on or before 20 February.
Section 6
If no further nominations are received by 20 February, the Governor shall then declare, and notify the District in his next Governor's Letter, the "official candidate" of the Nominating Committee to be the District Governor Nominee to take office as District Governor two (2) years from the following 1 July, upon his being duly elected at the immediate preceding Rotary International Convention. If additional candidates have been resubmitted on or before 20 February, the Governor shall declare an election to be held at the subsequent District Conference.
Section 7
In the event of an election, the District Governor shall appoint a committee of at least three Past District Governors, naming its chairman to act as the Election Committee pro-tem. The election shall be conducted in accordance with the By-Laws and procedures established by the Board of Directors of Rotary International. The winning candidates must receive a simple majority of votes cast. If there are more than two candidates, the election shall be conducted with the single transferable ballot.
Section 8
If during any year prior to his taking office as Governor, the duly elected District Governor Nominee cannot assume the office, then at the forthcoming District Conference two District Governor Nominees shall be elected, one to take office as Governor following 1 July, and the other to serve the succeeding year.
ARTICLE III
- Council of Governors
All Past R.I. officers who are active members of Rotary Clubs in the District shall act as an advisory council to the Governor and be known as the Council of Governors. The Council will meet at least once per year at the request of the Governor for the purpose of providing such aid and counsel as he may request but it shall have no official status.
ARTICLE IV
Amendments
These By-Laws may be amended by a two-thirds majority vote of those club delegates in attendance at the District Conference.
A. AMENDMENTS: Proposed amendments must be submitted to the Governor and all clubs in the District at least thirty (30) days prior to the District Conference. The number of delegates and votes shall be as authorized in Article V of the Constitution of District 6400. (same as in present Art. IV)
B. RULES AND PROCEDURES: Rules and Procedures shall be promulgated from time to time by a Active Rotary International District 6400 Rotarian in good standing. Said Rules and Procedures shall be submitted to the clubs 30 days before the District Convention. Adoption requires a two-thirds majority vote of those club delegates in attendance at the District Conference. If adopted, said Rules and procedures shall be printed in the District Digest following said District Conference and become effective the July 1 following adoption.

Subject: Youth Harassment Prevention and Procedures Added in May 2006
Rotary Clubs place great emphasis on their work with people in the community, including children, young people, and other vulnerable persons through Rotary’s many youth programs including RYLA, RYPEN, mentoring programs and Rotary Youth Exchange. This volunteer effort is vital to the quality of life in our communities and to the good reputation of Rotary and Rotarians. For this exemplary work to continue, it is important that our Rotary Clubs create and maintain a safe and respectful environment for all participants in Rotary programs or activities and protects the interests of everyone involved. Attention to these considerations will minimize the risk of liability should a participant in a Rotary program or activity become a victim of abuse or harassment.
Rotary International District 6400 Manual of Policy and Procedure
“It is every Rotarian’s responsibility to safeguard the welfare of every person with whom they come into contact during their activities as a Rotarian. Special attention must to be given to children, the elderly, disabled and other vulnerable persons. This includes the prevention of physical, sexual, emotional, or other types of harassment.”
PURPOSE
To provide all D6400 Rotary clubs, Rotarians, volunteers and affiliates with a clear definition of what constitutes Discrimination and Harassment, pursuant to the principles of Human Rights legislation both in the Province of Ontario and State of Michigan.
Rotary International District 6400 Position Statement on the Prevention of Abuse and Harassment:
In accordance with its moral, ethical and legal obligations, insofar as possible, Rotary District 6400 will:
- Ensure that children, young people and other vulnerable persons who are involved in Rotary District 6400 programs or activities are protected from abuse and harassment.
- Ensure that Rotary District 6400 programs for children, young people and vulnerable persons are provided in a safe and caring environment.
- Prevent contact with persons who are considered by Rotary District 6400 to be inappropriate persons to be working with children, young people or other vulnerable persons.
- Encourage and facilitate the timely reporting of incidents where children, young people or vulnerable persons are at risk of harm.
- Ensure prompt notification to the appropriate authorities of allegations of abuse made by children, young people or other vulnerable persons where allegations involve Rotarians or persons involved with Rotary programs.
- Ensure appropriate information is made available to those who are seen to have been in a situation of abuse or harassment.
- NOT permit, without first determining the suitability of the person through the Rotary District 6400’s screening process, any person to become a counselor or a mentor, or host a youth exchange student, whether as a home-stay parent or as an adult living in the same home as the youth exchange student will live.
Policy for Prevention
- Every person, including Rotarians, Exchange Students and any other persons associated with Rotary, has the right to be protected under Human Rights statutes in Ontario, Canada and Michigan, USA, applicable with in Rotary District 6400.
- Every Rotarian, Host Family and anyone within Rotary District 6400 who works with youth has the obligation, when aware of harassment, to report all such situations to an appropriate person in authority.
- Rotarians shall make every effort to ensure that no person associated with Rotary is subjected to harassment.
- All persons 18 or older in a home hosting a Rotary Exchange Student are required to have a “Criminal Records Check” obtained from the local Police Service. The Club receiving this record check confirmation shall keep it on file. Keep in mind these checks generally report convictions for criminal offences. They do not include charges that did not result in a conviction, nor do they disclose personal behaviors that may put children and others at risk.
- Harassment physical assaults and battery but also involving threats, including but not limited to, threats of assault, sexual impropriety or sexual favors are criminal offenses. Such shall be reported to the appropriate legal authority.
- Rotary District 6400 shall take appropriate administrative or disciplinary action against any Rotarian or person under Rotary District or Club authority who is the Respondent, once the allegations of harassment have been substantiated.
- Complaints of harassment shall be brought to the attention of the Rotary District Committee Chair, District Governor or designate (unless the District Governor is the Respondent, in which case the complaint shall be brought to the attention of Rotary International).
- The District Governor or designate or the Rotary International designate shall not disclose the name of the Complainant or the circumstances of the complaint to anyone other than the Respondent, unless disclosure is necessary for the purposes of investigation or resolution of the complaint.
- Each club in Rotary District 6400 shall take a pro-active approach by following the policies and procedures that Rotary District 6400 has implemented to ensure that Rotarians and all those who work with Rotary, in any way, understand and acknowledge the policy and procedure.
- 1. Statement of Conduct for Working with Youth
Rotary District 6400 is committed to creating and maintaining the safest possible environment for all participants in Rotary activities. It is the duty of all Rotarians, Rotarian spouses, partners, any other volunteers to safeguard to the best of their ability the welfare of and to prevent the physical, sexual, or emotional abuse of children and young people with whom they come into contact.
"Harassment:” engaging in a course of vexatious comment or conduct that is known or ought reasonably to be known to be unwelcome”. …… Human Rights Code. Revised Statutes of Ontario 1990, Chapter H.19
Any improper conduct by an individual that is directed at and offensive to another person or persons, which was “known or ought reasonably to be known to be unwelcome”, and would cause offense or harm.
Specific Definitions:
For Ontario only:
- Child: [for the purpose of child protection According to the Child and Family Services Act means any person under the age of sixteen years. According to the Youth Criminal Justice Act means any person under the age of 12 years.
- Young person: According to the Youth Criminal Justice Act means a person between the ages of 12 and 18 years.
- Vulnerable person: Means anyone who is elderly, physically or mentally disabled or infirmed, or suffering from any sort of disability that might render him or her in need of protection or care.
- Physical Abuse: Means the intentional use of force to the body that results in injury. It may be a single incident or a series or pattern of incidents.
- Emotional Abuse: Means chronic exposure to alcohol or drug abuse, verbal attacks on a person’s sense of self, repeated rejection or humiliation. It also means exposure to domestic abuse, isolation or existing in an environment of fear and/or anxiety.
- Sexual Abuse: Means the improper and unwanted exposure to sexual contact, activity or behavior. It includes any sexual touching, intercourse or exploitation.
- Harassment: Means types of behavior that constitute harassment include unwelcome remarks and jokes; displaying or distributing racist, pornographic or other offensive material; practical jokes based on race, sex, or other prohibited grounds; verbal abuse or threats; inappropriate or offensive gestures; and physical assault.
- Sexual harassment: Means behavior that includes making sexist jokes; leering; displaying sexually offensive material; using sexually degrading words to describe a person; making sexually suggestive or obscene comments or gestures; making unwelcome inquiries or comments about a person’s sex life; making unwelcome sexual flirtations, advances or propositions; requests for sexual favors; unwanted touching; verbal abuse or threats; and sexual assault.
For Michigan Only:
- Child: as defined by the “Child Protection Law” [MCL 722.621] means anyone under 18 years of age.
Please note:
Conduct involving the proper exercise of responsibilities or authority related to the provision of advice, counseling, discipline and other supervisory/leadership functions may not constitute harassment.
Depending on the age of the person being harassed, harassment may involve harassment under the various state and/or provincial acts that guarantee the welfare of children in the counties within Rotary District 6400. In Rotary District 6400, any of the behaviors described above, if directed against a child or other vulnerable person, will be treated as harassment and will be acted upon in accordance with the policies and statutes like the Rotary International, Human Rights and Civil legislation.
- 3. Volunteer Selection and Screening
The following screening steps must be completed prior to participation in Youth Exchange activities and other youth programs. Rotary District 6400 will maintain all records of criminal background checks, waivers, and screening for adults working with minors as long as the minor resides in that adult’s home. Adult’s records will be updated as necessary per recommendation from local law enforcement authorities.
All volunteers interested in participating in the Rotary District 6400 Youth Exchange program must:
- Complete a Youth Volunteer Affidavit form and authorize the district to conduct a criminal background check (subject to local laws and practices). (Appendix A)
- Undergo personal interviews.
- Provide a list of references for the district to check.
- Meet RI and district eligibility requirements for working with students. RI requires that any volunteer who has admitted to, been convicted of, or otherwise found to have engaged in sexual abuse or harassment be prohibited from working with youth in a Rotary context. If an individual is accused of sexual abuse or harassment, and the investigation into the claim is inconclusive, then, for the safety of youth participants and the protection of the accused, additional safeguards must be put in place to assure the protection of any youth with whom the individual may have future conduct. A person later cleared of charges may apply to be reinstated to participate in youth programs. Reinstatement is not a right, and no guarantee is made that he or she will be reinstated to his or her former position.
- Understand and comply with RI and district guidelines for the Youth Exchange program.
Host families must meet the following selection and screening requirements, in addition to those listed above:
- Host families must undergo a comprehensive interview that determines their suitability for hosting exchange students. This should include:
- Demonstrated commitment to the safety and security of students
- Motivation for hosting a student is consistent with Rotary ideals of international understanding and cultural exchange
- Financial ability to provide adequate accommodations (room and board) for the student
- Aptitude for providing appropriate supervision and parental responsibility that ensures the student’s well being
- Host families must complete a written application.
- Home visits must be conducted for each family and should include both announced and unannounced visits, both prior to and during the placement. Home visits must be conducted annually, even for repeat host families.
- All adult residents of the host home must meet the selection and screening guidelines. This includes adult children of the host family and other members of the extended family that reside in the home either on a full- or part-time basis.
Rotarian counselors must meet the criteria for All Volunteers, as well as the following:
- Counselors must not be a member of the student’s host family.
- Counselors must be trained in responding to any problems or concerns which may arise during the exchange, which may include instances of physical, sexual, or emotional abuse or harassment.
- 5. Student Selection and Screening
All students interested in participating in the Rotary District 6400 Youth Exchange program must:
- Complete a written application and be interviewed for their suitability for participation in the Youth Exchange program.
- Attend and participate in all district orientation and training sessions.
All parents or legal guardians of students interested in participating in the Rotary District 6400 Youth Exchange program must:
- Be interviewed to determine the student’s suitability for participation in the Youth Exchange program.
Rotary District 6400 will provide abuse and harassment prevention training to all Youth Exchange program participants. The District 6400 General Youth Exchange chair and District Child Protection Officer will conduct the training sessions.
Rotary District 6400 will:
- Adapt the Abuse and Harassment Prevention Training Manual to include relevant information on specific district guidelines, local customs, cultural issues, and legal requirements.
- Develop a calendar for training and define the frequency of training required for each volunteer position, including descriptions of who is to participate, when training should occur, and how training will be conducted.
- Conduct specialized training sessions for the following Youth Exchange program participants:
- District governor
- District Youth Exchange committee members
- Club Youth Exchange committee members
- Rotarian counselors
- Other Rotarians and non-Rotarians who participate in Youth Exchange activities, such as local tours or district events
- Host families
- Students (outbound and inbound)
- Parents and legal guardians of students
- Establish guidelines to ensure that all those required to be trained have participated.
- Maintain records of participation to ensure compliance.
- 7. Allegation Reporting Guidelines
Rotary District 6400 is committed to protecting the safety and well being of Youth Exchange students and will not tolerate their abuse or harassment. All allegations of abuse or harassment will be taken seriously and must be handled in accord with the District 6400 Youth Exchange Sexual Abuse and Harassment Allegation Guidelines and Procedures attached. Appendix B.
- 8. Investigation Guidelines
Rotary District 6400 takes all allegations of abuse or harassment seriously and will investigate each allegation thoroughly. The Rotary District 6400 will cooperate with all law enforcement, child protective services, and legal investigations, and will only conduct its own independent investigations such that it does not interfere with other investigations. Rotary District 6400 will form an ad-hoc district committee to carry out internal investigations as necessary.
- 9. Other District 6400 Responsibilities
Rotary District 6400:
- Has procedures for reporting, investigating, and proper handling of non-criminal offenses or historic cases that law enforcement will not investigate.
- Provides each student with a list of Rotarians to be called if they encounter any health, safety or injury incident.
- Will complete a student data request form for all participating Youth Exchange students and return it to RI one month before the beginning of the exchange.
- Will be provided phone numbers for the General Chair and other key district youth exchange committee members.
- Will follow RI guidelines for Youth Exchange Web sites and usage of the Rotary Marks.
- Will appoint an independent lawyer, therapist or counselor to represent any alleged victim in cases of sexual abuse and harassment.
- Will report all criminal allegations to RI within 72 hours.
- Will report all serious incidents (accidents, crimes, early returns, death) involving Youth Exchange students to RI within 72 hours.
- Evaluate and review this policy and accompanying procedures on a regular basis.
Rotary District 6400 will monitor and ensure that all participating clubs within the district comply with RI guidelines for abuse and harassment prevention. All clubs that wish to apply to the district for certification must provide the district with a copy of the following for review and approval:
- Copies of all materials produced in the club to promote and support the Youth Exchange program, including, but not limited to, promotional materials and brochures, applications, policies, Web site links, etc.
- List of services in area (rape and suicide crisis hotline, alcohol and drug awareness programs for teenagers, proper law enforcement agencies, community services, private services) for YEO/YEC reference for use when they are contacted by students.
- Club abuse and harassment prevention training program.
Participating clubs must agree to:
- Complete and return a signed compliance statement that the club is operating their program in accordance with Rotary District 6400 and RI policy.
- Conduct criminal background checks and reference checks for all volunteers involved with the program, including, but not limited to adult full-time residents of host home, counselor, club chair, and all Rotarians and their spouses or partners with direct unsupervised contact. All volunteers must complete and sign the Youth Volunteer Affidavit found in Appendix A.
- Develop a comprehensive system for host family selection and screening that includes announced and unannounced home visits and interviews both prior to and during the placement.
- Conduct follow-up evaluations of both students and host families.
- Follow the Rotary District 6400 Youth Exchange Sexual Abuse and Harassment Allegation Guidelines and Procedures attached. Report all cases of sexual abuse or harassment to the appropriate law enforcement authorities immediately and then to the club and district leadership for investigation.
- Prohibit direct placement of students outside of the District 6400 Youth Exchange program structure (e.g. “backdoor exchanges”).
- Set procedures for removal of a student from the host family (criteria for moving a student and back-up temporary housing available in advance).
- Develop contingency plans for hosting that include pre-screened and available back-up families
- Ensure that all hosting is voluntary. Parents of outbound students and club members must not be required to host students.
- Ensure that long-term exchange students have multiple host families.
- Provide each student with a comprehensive local services list.
- Ensure that the host counselor for each student is not a member of the student’s host family.
- Ensure that the host counselor is trained in responding to any problems or concerns that may arise during the exchange, including the prevention of physical, sexual, and emotional abuse or harassment.
- Provide mandatory training on sexual abuse and harassment prevention for host families, outbound students, inbound students, and their parents or legal guardians.
- Provide the names and contact information of at least three people to contact for assistance with any issues or problems to all Youth Exchange students. These people must include both males and females, not related to each other, and individuals independent of the host family and club counselor.
- Report all serious incidents (accidents, crimes, early returns, death) involving Youth Exchange students to the Rotary District 6400 Youth Exchange General chair immediately.
- Conduct interviews of all applicants and applicants’ parents or legal guardians.

Rotary International District 6400 Prohibited Discriminatory Harassment Policy Added in May 2006
It continues to be the policy of Rotary International to provide and maintain an environment that is free of harassment and discrimination based on race, color, creed, religion, national origin, sex (see the sexual harassment policy), disability or handicap, age, height, weight, veteran status, marital status, or any other legally protected status.
Harassment is any unwelcome or unsolicited verbal, physical, or sexual conduct that unreasonably interferes with an employee’s job performance or creates a hostile, offensive, or abusive working environment. Examples of harassment include, but are not limited to, disparaging remarks about a person’s race, color, religion, national origin, sex, disability or handicap, age, height, weight, or any other legally protected status; unwelcome or unsolicited touching or threats of physical harm; and the use of degrading words, nicknames, pictures, stories, or jokes.
All Rotarians, as well as all other persons or entities affiliated or connected with Rotary, are prohibited from engaging in any behavior that constitutes such harassment.
Any person who feels that he or she is a victim of harassment is expected to bring the matter to the immediate attention of his or her club president, committee chairperson, or the district governor. A Rotarian who is uncomfortable for any reason in bringing such a matter to the attention of his or her club president, committee chairperson, or district governor or is not satisfied after bringing the matter to the attention of any of the above, should report the matter to a past district governor to be brought to the attention of the Council of Governors.
The Rotary District 6400 will promptly investigate all allegations of harassment in as confidential a manner as possible. This company prohibits retaliation against any person who brings a complaint of discriminatory harassment or who takes part in investigating such a complaint.
Any Rotarian or volunteer found to be engaging in discriminatory harassment will be subject to disciplinary action, up to and including termination of membership and disassociation in any Rotary activities.
